What Is an INTERPOL Red Notice?

An INTERPOL Red Notice is an international request to locate and provisionally arrest a person pending extradition, surrender or similar legal action. It is based on a valid national arrest warrant or judicial decision supplied by the requesting country. Crucially, a Red Notice is not an international arrest warrant, and INTERPOL does not itself arrest people.

A Red Notice is also not proof that a person is guilty. It is a police-cooperation mechanism that operates alongside separate national criminal and extradition systems.

The main actors

ActorResponsibilityWhat it does not do
Requesting country's authoritiesProvide the underlying legal and factual informationCannot automatically command an arrest in every country
INTERPOL General SecretariatReviews and processes information under INTERPOL rulesDoes not prosecute or issue national judgments
Receiving country's authoritiesDecide whether and how to act under local lawAre not governed by one universal arrest procedure
Commission for the Control of INTERPOL's FilesIndependently examines compliance of data processing in INTERPOL systemsDoes not overturn a criminal conviction or decide extradition

Is every Red Notice visible online?

No. The public INTERPOL website includes selected Red Notices; others may be restricted to law-enforcement channels. A public name search that returns no results is therefore inconclusive. If someone believes they may be the subject of INTERPOL data, a CCF access request may be an appropriate procedural route, although disclosure restrictions may apply.

Red Notice versus diffusion

Red NoticeDiffusion
An INTERPOL notice subject to notice-specific processing and checksCommunication sent through INTERPOL channels by an authorised source directly to selected or broader recipients
Often discussed in the context of arrest with a view to extraditionMay also seek location or arrest, depending on its content
May have an extract published on the public INTERPOL siteNot equivalent to an entry on the public Red Notice site
Can raise compliance questions before the CCFCan likewise raise issues concerning INTERPOL data within the CCF's mandate

When can a Red Notice be challenged?

Possible issues include predominantly political requests, data-quality deficiencies, a mismatch between private civil matters and alleged criminal conduct, relevant human-rights concerns, or changes in the underlying proceedings. These are questions to investigate, not automatic outcomes. The CCF assesses compliance with INTERPOL rules; it does not conduct a full criminal trial.

Frequently asked questions

Does a Red Notice mean I am on a global criminal register?

It indicates a specific police-cooperation request, not a finding of guilt. Public visibility, retention and national responses are distinct issues.

Can I ignore a Red Notice because it is not an arrest warrant?

No. Countries may take serious action under their own laws. Seek jurisdiction-specific advice if detention is possible.

Can private lawyers search all Red Notices?

No legitimate law firm should claim unlimited private access to INTERPOL's restricted systems. CCF access procedures are the official legal route for an applicant seeking information.
